A count of the proof points behind each answer, and a flag wherever a high-weighted criterion is running on claims rather than evidence. 3. Severity-rated risk and compliance flags

Not all problems are equal. A good diagnostic separates them by stakes: disqualifying issues (a page-limit breach, a missing mandatory document, a failed threshold) at the top, then mark-losing issues (unevidenced claims, buried answers), then editorial polish. You fix the disqualifiers before you touch a comma.

4. A sensitivity analysis — the highest-impact fixes

The output that changes how you spend your last day. By combining each answer’s current band, its ceiling, and its weighting, a diagnostic ranks your fixes by how much each would move the total score. A one-band gain on a 30%-weighted answer outranks a perfect rewrite of a 5% one — and the ranking tells you so, instead of you guessing.

5. A threshold check

A clear pass/fail on every minimum-score gate, so an otherwise winning bid can’t be sunk by a single under-evidenced mandatory answer no one flagged.

Why a diagnosis beats an opinion

It’s prioritised — you act on the biggest leaks first, not the loudest worry. It’s defensible — you can show the bid director exactly why answer 12 needs another proof point, in the evaluator’s own band language. And it’s repeatable — because it’s structured, you can re-run it after fixes and watch the predicted score move, rather than hoping.

How to act on a diagnostic

  1. Clear every disqualifying flag. Nothing else matters until these are gone.
  2. Work the sensitivity ranking top-down — highest-impact fix first.
  3. For each evidence gap, task someone to find the specific proof; don’t let the author paper over it with another claim.
  4. Re-run the diagnostic. Confirm the predicted score actually moved.
  5. Repeat until every answer has a band you can defend and the evidence to back it.
